FSSAI Licence Slabs by Turnover

Your annual turnover decides whether a kirana agency files Basic Registration, a State Licence or a Central Licence — here is each band with its fee.

Start with one figure: annual turnover. FSSAI Basic Registration covers turnover up to Rs 12 lakh a year and costs Rs 100 a year. It is the entry tier, but it produces the same kind of credential as the higher slabs — a 14-digit registration number.

From Rs 12 lakh up to Rs 20 crore a State Licence applies. Fees vary by category, roughly Rs 2,000-7,500 a year, so the exact amount depends on the category the business falls into rather than on turnover alone.

Above Rs 20 crore a Central Licence is required, at Rs 7,500 a year. A neighbourhood provisions agency will rarely reach this band, but it completes the scale and keeps the table honest at every turnover level.

Every tier issues a 14-digit number, and the number must be displayed on the premises. A registration or licence can be granted for up to 5 years before renewal; the fee is annual, but the certificate can run longer.

The slabs are revised from time to time, so the band should be re-checked at each renewal rather than copied from the previous certificate. Two quick examples: at Rs 10 lakh turnover the correct filing is Basic Registration; at Rs 30 lakh it is a State Licence, and choosing the lower slab to save the fee is the classic ground for refusal.

The same turnover figure also feeds the GST test — see GST Thresholds for Small Retailers — and the 14-digit number is one of the four reads in Checking a Packaged Goods Label.

  • Count annual turnover first
  • Match the band: Basic, State or Central
  • Budget the annual fee for the tier
  • Display the 14-digit number on the premises
  • Diarise renewal before the 5-year term ends
